[Los Savings and Loans] estaban bajo reglamentación federal, y al cambiar la reglamentación federal, pues cambió aquí también, y pasó lo mismo. O sea, se intervino por el gobierno federal en la legislación y la reglamentación de las instituciones federales. Y entonces, ahora, perdieron ellas su autonomía fiscal.
[The Savings and Loans] were under federal regulation, and when the federal regulation changed, well, it changed here too, and the same thing happened. That is, the federal government intervened in the legislation and regulation of the [federal] institutions. And so, now, they lost their fiscal autonomy.
Entonces había bancos, y también habían Savings and Loans, ahora solo hay bancos. Y el problema básico no era ese, el problema básico era quién administraba. ¿Quién administraba? Los puertorriqueños.
So there were banks, and there were Savings and Loans, now there are only banks. And the basic problem was not that; the basic problem was who was administering them. Who administered them? Puerto Ricans.
Cuando vino el cantazo se fastidió todo el mundo. Yo creo, no estoy muy seguro, pero tengo entendido que cerraron 13,000 servicios en los Estados Unidos y en Puerto Rico, como consecuencia de los cambios de la legislación. Pero lo que pasa es que no se podía operar dentro de las nuevas legislaciones.
When collapse came, everyone got hurt. I believe — I’m not entirely sure, but I understand — that 13,000 savings and loans closed in the United States and in Puerto Rico, as a consequence of the changes in the legislation. The thing is, you simply could not operate within the new laws.
